How do you change network administrators?

There are two types of network administrators. There are "Additional Administrators", and the main overall administrator, which is who created the network. Any administrator can add additional administrators, but only the main administrator can change the overall administrator.

All of this can be done from the "Network Admin -> Settings" page.
